Я получаю только одно уведомление, и если есть другое уведомление, оно заменяет предыдущее, и вот мой код

Простая идентификация уведомления должна быть изменчивой.

Просто создайте случайное число для notification_id.

    int m = random.nextInt(9999 - 1000) + 1000;
