Да, вы можете ссылаться на определенные страницы по номерам или именованным местоположениям и всегда будет работать , если пользовательский браузер использует Adobe Reader в качестве плагина для просмотра файлов PDF.
Для конкретной страницы по номеру:

Для именованного местоположения (адресата):
<a href="http://www.domain.com/file.pdf#nameddest=TOC">Link text</a>
Чтобы создать адресаты в PDF с помощью Acrobat:
- Вручную перемещаться по PDF для желаемого местоположения
- Перейдите в меню "Просмотр" > "Вкладки навигации" > "Направления"
- В разделе "Параметры" выберите "Сканировать документ"
- Как только это будет завершено, выберите "Новое задание" в меню "Параметры" и введите соответствующее имя
