Вам не хватает нескольких (не очень ясных) шагов. Pandas распространяется через pip как wheel, что означает, что вам нужно сделать:
pip install wheel
pip install pandas
После этого вы, вероятно, столкнетесь с другими проблемами - похоже, вы устанавливаете в Windows, что не является самым дружественным для целей для numpy/scipy/ pandas. В качестве альтернативы вы можете взять двоичный установщик из здесь.
У вас также была ошибка установки numpy. Как и раньше, я рекомендую захватить двоичный установщик для этого, поскольку это не простой процесс. Однако вы можете решить свою текущую ошибку установить этот пакет из Microsoft.
