из этого я не могу понять, что проблема в том, что схема → 3.0 и обе схемы безопасности Spring и Spring, у кого есть идеи?

Схема, на которую вы указываете, - spring -security-3.1.xsd, но pom.xml объявляет spring -security-config-3.0.1.RELEASE. Вы должны обновить версию Spring Безопасность или понизить версию пространства имен безопасности Spring. Обратите внимание, что при смене версий убедитесь, что все версии Spring соответствуют всем версиям версии Spring Security (это относится к транзитивным зависимостям), иначе вы получите странные ошибки.
