Проверьте код в NestedScrollingChildHelper.startNestedScroll() и CoordinatorLayout.onStartNestedScroll(), вложенное событие прокрутки "потребляется", если один из Behavior вашего внутреннего CoordinatorLayout потребляет его и больше не будет распространяться.
