Ошибка meessage дает большую часть ответа, в разделе <system.web.webPages.razor> нет объявления конфигурации, определенного в элементе <configSections>

Раздел system.web.webPages.razor обычно объявляется в /views/web.config, а не в корне web.config, где есть объявление для этого раздела, уже определенного.

Я предлагаю либо переместить раздел обратно в /views/web.config, либо если вы не используете файл /views/web.config, добавьте объявление <sectionGroup> в web.config выше

Что-то вроде этого:
