Вам нужно бросить app.CreateItem(Outlook.OlItemType.olMailItem)
объект в
Outlook.MailItem mailItem = app.CreateItem(Outlook.OlItemType.olMailItem)
для изображения Outlook.MailItem тип
 так как не доступно неявное литье.

Заменить

Outlook.MailItem mailItem = app.CreateItem(Outlook.OlItemType.olMailItem); 

с
