У меня была такая же проблема.

У меня был UIImagePickerController внутри UIPopoverController с размером, определяемым функцией UIImagePickerController contentSizeForViewInPopover.
Чтобы исправить эту проблему, я изменил размер UIPopoverController на UIImagePickerController preferredContentSize.
