Выполняя templates = this.getTemplates();, вы ссылаетесь на свойство объекта, которое еще не создано.
Вместо этого вы можете постепенно заполнить объект:

var obj = {};
obj.getTemplates = function(){
$http.get('../api/index.php/path/templates.json')
.success ( function (data) {
templates = data;
});
return templates;
}
obj.delete = function (id) {

templates = obj.getTemplates();
