Попробуйте это, если вы на Spring 3.1:

<beans xmlns="http://www.springframework.org/schema/beans" 
       xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance"
  xsi:schemaLocation="
    http://www.springframework.org/schema/beans 
    http://www.springframework.org/schema/beans/spring-beans-3.1.xsd">

Замените 3.1 на последней строке любой основной версией Spring, которую вы используете. Значение: нет X2D 3.1.1, хотя существует версия Spring 3.1.1.

Нашел его в другом потоке, который решил мою проблему... использовал интернет-соединение с меньшей сетью.

В этом случае скопируйте xsd файлы из URL-адреса и поместите его рядом с beans.xml файлом и измените xsi: schemaLocation как показано ниже:

 <beans xmlns="http://www.springframework.org/schema/beans" 
   xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance"
  xsi:schemaLocation="http://www.springframework.org/schema/beans 
spring-beans-3.1.xsd">

http://www.springframework.org/schema/context/spring-context-4.0.xsd

Как только я увидел, что xsd был открыт успешно, я очищаю проект Eclipse (IDE), и ошибка исчезла.

У меня была эта проблема, и основная причина оказалась белой (показано ниже) после ссылки www.springframework.org/schema/ beans в xsi: schemaLocation, т.е.
