FWIW, у меня была аналогичная проблема с попыткой установить Protractor на Ubuntu 14.04 (DigitalOcean). Переустановка node -gyp исправила его:
apt-get install node-gyp
В Ubuntu 10.04, установка libicu решила мою проблему.
sudo apt-get install libicu-dev
В Fedora 20 переустановка gyp исправлена для меня.
sudo yum reinstall gyp
